BUSINESS. PRESENTATION FROM FIRST AVENUE SOUTH ON OUR DESIGN DISTRICT. WE HAD A 60% COMPLETION STAGE. SO I'LL TURN IT OVER TO ANITA. THANK YOU, MADAM CHAIR. TO INTRODUCE THIS ITEM, WE WILL BE RECEIVING THIS MORNING A 60% DESIGN PHASE OF OUR PROJECT THAT IS FIRST AVENUE SOUTH, 12TH STREET SOUTH AND 10TH STREET SOUTH. AND FOR OUR NEW MEMBERS. THIS PROJECT WAS APPROVED BY THE CRA FOR FUNDING BACK IN AUGUST OF 23. THE. THE 30% DESIGN WAS PRESENTED TO THE CRAB AND THE CRA, AND THEY PROVIDED DIRECTION AT THAT TIME IN JUNE OF 24 ON THE CROSS SECTIONS OF THE STREET. SO THEY HAVE BEEN WORKING TOWARDS THAT DIRECTION.

FOLLOWING THAT, IN NOVEMBER OF 25, THE CRA APPROVED ADDITIONAL SERVICES FOR MORE STORMWATER MANAGEMENT TO GO DOWN FIRST AVENUE SOUTH WITH AN OUTFALL ON GOOD LOOK. AND THAT ADDRESSED SOME OF THE MULTI BASIN STUDY PROJECTS AS WELL. SO TODAY WE HAVE WITH US OUR CONSULTANTS MISTER DANIEL FLYNN AND DATING ALBERT ALBERTSON ALBERS AND OUR PROJECT MANAGER DANIEL ORENSTEIN. HE'S WITH HE'S THE CITY OF NAPLES CITY ENGINEER AND OUR PROJECT MANAGER FOR THE CRA PROJECT. SO THEY WILL GO THROUGH THE 60% DESIGN FOR YOU IN A PRESENTATION. THE PLANS INCORPORATE THE FINDINGS OF FIELD INVESTIGATIONS AND INITIAL AGENCY COORDINATION. THE PLANS ALSO NOW INCLUDE MAJOR STORMWATER IMPROVEMENTS AS WELL AS STRUCTURAL DESIGN. SO NECESSARY TO BUILD NEXT TO THE NEW ENCORE BUILDING AT NAPLES SQUARE. TO PROVIDE YOU WITH A COMPLETE PRESENTATION OF THE WORK, PLEASE ALLOW ME TO TURN THIS OVER TO MR. BUT ONCE WE GOT INTO THE DESIGN, SOME THINGS DID CHANGE. JUST BASED ON FIELD CONDITIONS. WE'LL GET INTO A PHASING DISCUSSION AND THEN THE PATH FORWARD. SHOULD BE THE SCROLL WORK. THE KEYBOARD'S RIGHT HERE ON THE KEYBOARD. ALL RIGHTY. PERFECT. ALL RIGHT. ALRIGHTY. SO TO RECAP THE PROJECT. SO THE PROJECT LIMITS. IT'S THE NON SHADED AREA. BUT ALONG FIRST AVENUE SOUTH. SO THE PROJECT EXTENDS FROM EIGHTH STREET EAST TO GOODLETTE ON 12TH STREET SOUTH. IT EXTENDS FROM THE INTERSECTION OF FIRST AVENUE SOUTH NORTH TO CENTRAL AVENUE ON 10TH STREET. IT EXTENDS FROM US 41 NORTH, ABOUT ONE MILE TO SEVENTH AVENUE NORTH, AND THEN ALONG GOODLETTE FRANK ROAD. THERE'S SOME STORMWATER IMPROVEMENTS THAT ARE PROPOSED WITHIN A 30 FOOT DRAINAGE EASEMENT THAT IS JUST WEST OF THE COUNTY RIGHT OF WAY. SO GOING THROUGH THE SCOPE OF EACH OF THE CORRIDORS. SO WHAT YOU SEE HIGHLIGHTED RED. SO THAT SCOPE INCLUDES COMPLETE STREETS, PARKING, LIGHTING, IRRIGATION AND LANDSCAPING, AS WELL AS STORMWATER AND UTILITY IMPROVEMENTS. THE AREA IDENTIFIED IN GREEN. SO THIS IS EVERYTHING ON 10TH STREET SOUTH OF FIRST AVENUE NORTH. THAT INCLUDES STORMWATER AND UTILITY IMPROVEMENTS. SO FOR THIS PORTION OF THE CORRIDOR, OBVIOUSLY WHEN YOU INSTALL DRAINAGE AND UTILITY INFRASTRUCTURE YOU'RE GOING TO IMPACT WHAT'S ABOVE IT. SO THIS AREA WE'RE JUST GOING TO BE RECONSTRUCTING THE SAME FOOTPRINT OF THE ROADWAY. SO HORIZONTALLY NOTHING'S GOING TO CHANGE. ALONG WITH THE LANDSCAPING AND LIGHTING THAT'S IMPACTED, IT WILL JUST GO IN AS IT IS TODAY. AND THEN THE BLUE AREA. SO THIS IS THE NORTHERN END ON 10TH STREET. SO THIS IS MORE OF THE RESIDENTIAL AREA. THIS INCLUDES THE COMPLETE STREETS IRRIGATION LANDSCAPING STORMWATER UTILITY. WHAT IS NOT INCLUDED IN THIS AREA WOULD BE PARKING AND LIGHTING. AND THEN THE STORMWATER IMPROVEMENTS ALONG THAT DRAINAGE EASEMENT, WHICH IS A 30 FOOT DRAINAGE EASEMENT JUST WEST OF GOODLETTE FRANK'S COUNTY RIGHT OF WAY. I'M GOING THROUGH HOW WE GOT TO THIS POINT. SO WE DID HAVE A PUBLIC MEETING BACK IN APRIL OF 2024. WE WENT THROUGH A COUPLE OF DIFFERENT ALTERNATIVES FOR EACH CORRIDOR. WE TOOK THAT INFORMATION. WE GOT BACK FROM THE PUBLIC. WE PRESENTED THIS ADVISORY BOARD BACK IN MAY. WE TOOK THE RECOMMENDATIONS FROM THE ADVISORY BOARD TO THE CRA IN JUNE. WE WENT BACK TO THE CRA TO DISCUSS FIRST AVENUE SOUTH IN A LITTLE MORE DETAIL. ORIGINALLY, WE WERE MOVING FORWARD WITH A RAISED BIKEWAY ALONG FIRST AVENUE SOUTH. AFTER THAT DISCUSSION, WE ENDED UP MOVING FORWARD WITH A TEN FOOT WIDE SIDEWALK ON BOTH THE NORTH AND SOUTH SIDE OF THE ROAD. THEN WE MOVE FORWARD, AND AS ANITA AND BOTH DAN MENTIONED, WE LOOKED AT THE MULTI BASIN ASSESSMENT PROJECT AND IDENTIFIED A CRITICAL ELEMENT OF THAT, WHICH WE'LL GET INTO THAT WE COULD INCORPORATE INTO THIS PROJECT. SO THAT WAS ADDED TO THE PROJECT. WE THEN SCHEDULED A PRE-APPLICATION MEETING BECAUSE THE DRAINAGE INFRASTRUCTURE WAS PRETTY ROBUST WITH THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT ON APRIL 1ST. FROM THAT, WE THEN ADDED A STRUCTURAL ELEMENT BECAUSE A PORTION OF THE DRAINAGE EASEMENT WAS VACATED ADJACENT TO A BUILDING THAT'S UNDER CONSTRUCTION. SO WE HAD TO ADD SOME STRUCTURAL SCOPE FOR BOX CULVERTS, RETAINING WALLS AND THINGS LIKE THAT. AND THEN HERE WE ARE TODAY. SO WE HAVE THE 60% DESIGN WAS SUBMITTED TO THE CITY ON APRIL 10TH. AND THEY ARE CURRENTLY REVIEWING THAT. GOING THROUGH WHAT'S INCLUDED IN THE PROJECT. SO THERE ARE SOME RESILIENCY ITEMS WITH ANY COMPLETE STREETS PROJECT YOU WANT TO PROMOTE WALKABILITY, WHICH WOULD BE PROPOSING SHADE TREES ALONG THE CORRIDOR, THE DRAINAGE LEVEL OF SERVICE FROM THE EXISTING CONDITION WILL BE IMPROVED WITH THE IMPROVEMENTS WE'LL DISCUSS. THERE IS ALSO A STORMWATER CHECK VALVE JUST UPSTREAM OF THE BOX CULVERT FOR THE THE OUTFALL IMPROVEMENTS. THIS IS A TIDALLY INFLUENCED OUTFALL ON THE GORDON RIVER. SO THIS STORMWATER CHECK VALVE. WHEN THE TIDE IS HIGH, IT WILL PREVENT WATER FROM GOING BACK INTO THE STORMWATER SYSTEM WE'RE PROPOSING. AND THEN SOME TRAFFIC CALMING AND SAFETY ITEMS THAT ARE INCLUDED. YOU CAN SEE THE IMAGE TO THE RIGHT.

THERE ARE SOME AREAS ON 10TH STREET, AND I'M SURE YOU'VE ALL DRIVEN IT, WHERE PARALLEL PARKING IS A LITTLE TOO CLOSE TO THE INTERSECTION. SO WHEN YOU APPROACH IT IN THE EAST AND WEST DIRECTION, SIGHTLINES ARE OBSTRUCTED. SOME HORIZONTAL TRAFFIC CALMING TREATMENTS WERE INCLUDING OUR CURB EXTENSIONS, WHICH PROVIDE A LITTLE MORE AREA FOR LANDSCAPING. AND WE'RE ALSO REDUCING SOME LANE WIDTHS TO REALLY TIME. THE PERSPECTIVE OF THE DRIVER HELP SLOW CARS DOWN. VERTICAL TREATMENTS, WHICH WE'LL GET INTO. DIFFERENT LOCATIONS ARE RAISED INTERSECTIONS AND CROSSWALKS TO HELP SLOW CARS DOWN, AND ALSO PROVIDE A SAFE AREA FOR PEDESTRIANS TO CROSS. AND WE'RE ALSO PROVIDING SIDEWALK CONNECTIVITY WITHIN THE ENTIRE PROJECT, GOING THROUGH THE ALTERNATIVES THAT WERE MOVING FORWARD WITH. SO ON FIRST AVENUE SOUTH. SO THAT IS THE ALTERNATIVE ON THE FAR LEFT. THIS IS WITHIN AN EXISTING 80 FOOT CITY OWNED RIGHT OF WAY. SO WE HAVE THE 210 FOOT WIDE SIDEWALKS ON BOTH THE NORTH AND SOUTH SIDE OF THE ROAD. WE ALSO HAVE PARALLEL PARKING ON BOTH SIDES OF THE ROAD. AND THEN THOSE CURB EXTENSIONS IS WHERE YOU CAN SEE THE THE CURB LINE GOING TO THE EDGE OF TRAVEL, WHICH PROVIDE US A LITTLE MORE ROOM FOR LANDSCAPING. AND THEN IF YOU GO TO THE MIDDLE IMAGE, SO THAT'S 10TH STREET NORTH. THE RIGHT OF WAY DOES GET A LITTLE BIT NARROWER. SO WE'RE 60FT WITH THE RIGHT OF WAY THERE. AND I'M SURE YOU'VE ALL DRIVEN DOWN 10TH STREET ON THE EAST SIDE OF THE ROAD TODAY. THERE'S AN EXISTING SIDEWALK AND PARALLEL PARKING. SO WE'RE GOING TO TRY TO MAINTAIN THAT WITH THIS PROJECT. ON THE WEST SIDE, WE HAVE THE PERPENDICULAR PARKING AND THERE'S NOT CONNECTIVITY FROM A SIDEWALK PERSPECTIVE. SO WE ARE IMPROVING THE WEST SIDE OF THE ROAD TO INCLUDE PARALLEL PARKING AND SIDEWALKS. AND THEN 12TH STREET, VERY SIMILAR 60 FOOT RIGHT OF WAY. AND WITH BOTH 10TH STREET AND 12TH STREET, THE BICYCLE FACILITIES WERE PROPOSING ARE SHARED LANE MARKINGS OR SHARROWS. SO BICYCLISTS, BICYCLISTS WILL ESSENTIALLY TAKE THE LANE AND DRIVE WITHIN THE STREET. AND AS YOU CAN SEE, THERE ARE A COUPLE RENDERINGS. SO THE FIRST ON THE LEFT WOULD BE WHAT THE RAISED INTERSECTION MAY LOOK LIKE. WE CHANGED THE THE TEXTURE OF THE INTERSECTION. WE ARE PROPOSING PAVERS. THIS INTERSECTION IS RAISED SO AS VEHICLES ARE TRAVELING NORTH AND SOUTH, IT WILL SLOW THEM DOWN. AND THEN ON THE IMAGE ON THE RIGHT IS 12TH STREET SOUTH. YOU CAN SEE THE THE SIDEWALKS ON BOTH SIDES OF THE ROAD AS WELL AS THE PARKING. AND THEN AS I MENTIONED, THE CYCLISTS WOULD UTILIZE THE STREET FOR THEIR USE. GOING THROUGH THE RAISED INTERSECTION AND CROSSWALKS LOCATIONS. AND WE COULD GET INTO MORE DISCUSSION ABOUT THIS AFTER THE PRESENTATION. BUT THE IMPORTANT THING WITH THIS IS WE WANT TO MAKE SURE WE'RE MAINTAINING THAT 3 TO 400 FOOT LENGTH IN BETWEEN EACH RAISED CROSSWALK OR INTERSECTION.

ANYTHING BEYOND THAT KIND OF DOESN'T WORK AS WELL AS FAR AS CALMING TRAFFIC. SO YOU CAN SEE WE DO HAVE THREE RAISED INTERSECTIONS, ONE AT THIRD AVENUE NORTH AND 10TH, FIRST AVENUE SOUTH, AND 10TH, AND THEN 12TH STREET AND FIRST AVENUE SOUTH. AND THEN YOU COULD SEE WITH THE BLUE ICONS ARE THE RAISED CROSSWALKS AND THE RAISED CROSSWALKS. THESE ARE ALL AT WHAT WE CALL UNCONTROLLED APPROACHES OR MID-BLOCK CROSSINGS. SO THIS DOES HELP PROVIDE A SAFE AREA FOR PEDESTRIANS TO CROSS WHILE ALSO TRAFFIC CALMING TRAFFIC.

AND THEN WE'LL GET INTO A FEW DESIGN UPDATES. SO WE DID PRESENT TWO DIFFERENT OPTIONS FOR THE FIRST AVENUE SOUTH AND 10TH STREET INTERSECTION DURING THE CONCEPTUAL PHASE. THE ORIGINAL DIRECTION WAS TO MOVE FORWARD WITH A SINGLE LANE ROUNDABOUT. ONCE WE GOT INTO THE DESIGN, WE REALIZED THAT THE LIFT STATION ON THE SOUTHWEST CORNER WOULD BE IMPACTED BY THE HORIZONTAL GEOMETRY OF THE ROUNDABOUT. WE QUICKLY NOTIFIED STAFF MET ON SITE, AND IT WAS DETERMINED TO MOVE FORWARD WITH A RAISED INTERSECTION TO NOT IMPACT THE LIFT STATION, WHICH WAS RECENTLY CONSTRUCTED. SO FOR THE 60% DESIGN PLANS THAT WERE SUBMITTED, WE DO HAVE A RAISED INTERSECTION. WE ALSO DID REVIEW A ALWAYS STOP CONDITION, REVIEWING CRASH DATA AND THE VOLUME OF TRAFFIC GOING THROUGH THIS INTERSECTION, AND WE ARE PROPOSING TO KEEP THIS INTERSECTION AN EXISTING TWO WAY STOP CONTROLLED INTERSECTION, WHICH IS HOW IT EXISTS TODAY. SO ONCE WE REALIZED THE ROUNDABOUT DIDN'T WORK AT 10TH AND FIRST, WE SAT DOWN WITH STAFF AND REVIEWED DIFFERENT INTERSECTIONS WHERE WE MAY BE ABLE TO HAVE THAT OPPORTUNITY FOR A ROUNDABOUT AND IDENTIFIED 12TH STREET SOUTH AND FIRST AVENUE SOUTH. BUT WITH THIS INTERSECTION, WHEN WE LAID OUT THE THE ROUNDABOUT, WE WERE CONSTRAINED WITH THE RIGHT OF WAY AND REALIZED THAT WE WOULD HAVE TO ACQUIRE ADDITIONAL RIGHT OF WAY TO FIT THIS IN. SO WE SAT DOWN WITH ALL THE PROPERTY OWNERS TO TRY TO MAKE THIS WORK. ULTIMATELY, IT WAS NOT FEASIBLE. SO WE ARE MOVING FORWARD AGAIN

WITH THAT INTERSECTION THAT WAS SHOWN IN THAT PREVIOUS SLIDE. THE LANDSCAPE DESIGN. SO WHAT YOU SEE ON THIS SLIDE IS THE LANDSCAPE PALETTE PLANT PALETTE THAT WAS PRESENTED TO THE PUBLIC. THE PROPOSED LANDSCAPING THAT WAS INCLUDED IN THE 60% DESIGN IS CONSISTENT WITH THIS GOING THROUGH THE DIFFERENT CORRIDORS. SO 10TH STREET SOUTH. SO THIS IS THAT AREA WHERE WE'RE DOING UTILITY AND DRAINAGE IMPROVEMENTS. AGAIN, WE'RE JUST REPLACING WHAT'S THERE TODAY. AS WE GO NORTH ON 10TH STREET, WE'RE GOING TO TRY TO MAINTAIN THE EXISTING LANDSCAPING ON THE EAST SIDE WHERE WE'RE NOT IMPACTING IT, AND THEN ADD THE LANDSCAPING ON THE WEST SIDE, NORTH IN THAT RESIDENTIAL AREA. WE ARE PROPOSING TO REPLACE THE ROYAL PALMS THAT ARE IMPACTED WITH ROYAL PALMS AND THEN FIRST AVENUE SOUTH AND 12TH STREET SOUTH. THAT RIGHT OF WAY IS FULLY BEING IMPROVED, SO THAT WILL BE ALL NEW LANDSCAPING ON THOSE CORRIDORS. SOME CHALLENGES WE WE HAVE WITH THE LANDSCAPING DESIGN. SO ON FIRST AVENUE SOUTH, WE HAVE POWER POLES AND POWER LINES ON THE NORTH SIDE ON 10TH STREET, POWER LINES ON THE WEST SIDE, AND THEN 12TH STREET POWER LINES ON THE EAST SIDE. SO THAT DOES PROVIDE SOME CHALLENGES AS FAR AS LARGE CANOPY TREES AND TREES THAT GROW A LITTLE TALLER.

SO THAT IS SOMETHING WE'RE WORKING THROUGH. AND THEN WE'VE ALSO SAT DOWN WITH THE DESIGN DISTRICT. ONE TIME AFTER THE CONCEPT PHASE, WE WILL BE SITTING DOWN WITH THEM IN THE FUTURE JUST TO TALK THROUGH DIFFERENT IDEAS THEY HAVE. AFTER WE RECEIVE COMMENTS BACK FROM CITY STAFF TO WORK THROUGH, AS WE PROGRESS TO 90%, MAKING SURE THAT, YOU KNOW, WHEN WE CAN COORDINATE AND INCLUDE THINGS THAT THEY WOULD LIKE TO SEE THAT WE'RE INCLUDING IN THE PLANS. SO FROM A STORMWATER PERSPECTIVE, AGAIN, THE MULTI BASIN DRAINAGE PROJECT, WE DID COORDINATE WITH THE CITY'S CONSULTANT ON THIS. WHAT WE IDENTIFIED WAS THERE WAS IMPROVEMENTS SHOWN ON CENTRAL AVENUE. SO THIS IS WITHIN THE AREA D. AND WHEN WE IDENTIFIED THAT WITH CENTRAL AVENUE SOMEWHAT RECENTLY BEING RECONSTRUCTED IN THE PAST TEN YEARS, AND US FULLY RECONSTRUCTING FIRST AVENUE SOUTH, WE COORDINATED POTENTIALLY BRINGING THAT TRUNK LINE TO FIRST AVENUE SOUTH. WE ALL THOUGHT IT WAS A GOOD IDEA.

SO THAT'S HOW WE MOVED FORWARD WITH ADDING IT TO THIS PROJECT. THERE WERE A COUPLE DIFFERENT SCENARIOS IN THAT MULTI BASIN DRAINAGE ASSESSMENT PROJECT. THERE WAS IMPROVEMENT ALTERNATIVES WHICH WERE PROPOSED FOR PROJECTS TODAY, WHICH IS WHAT WE'RE MOVING FORWARD WITH. AND THEN THEY ALSO REVIEWED THE LONG RANGE ALTERNATIVES, WHICH INCLUDED SEA LEVEL RISE OVER 70 YEARS. SO THAT WAS INCLUDING 20 YEARS TO GET THE IMPROVEMENTS IN THE GROUND BASED ON THEIR THEIR MULTI BASIN ASSESSMENT AND THEN 50 YEARS OF DESIGN LIFE OF THAT INFRASTRUCTURE. ONE THING I DO WANT TO NOTE. SO WITH THIS PROJECT, THEY DID IDENTIFY 272 INCH PIPES GOING DOWN GOODLETTE. AND THAT FUTURE LONG TERM ALTERNATIVE. THEY DID HAVE PUMP PUMP STATION AT THIS LOCATION. THAT WAS BECAUSE THE SEA LEVEL RISE WENT HIGHER THAN THE EXISTING ROADS TODAY. AND THIS IS A TIDALLY INFLUENCED AREA. SO A PUMP IS NOT INCLUDED IN THIS PROJECT. IT IS JUST THE TWIN 72 INCH PIPES WHICH WE'LL GET INTO FUTURE, ALONG WITH THE TRUNK LINE, SHIFTING IT FROM CENTRAL AVENUE TO FIRST AVENUE SOUTH FROM A BASIN IMPROVEMENT PERSPECTIVE. SO THE EXISTING CONDITION. SO EVERYTHING YOU SEE IN BLUE TODAY IS DRAINING.

AND THIS ALSO INCLUDES AN AREA WEST OF US 41 THAT GOES TO THE PUBLIC WORKS PUMP STATION THAT DISCHARGES TO THE GORDON RIVER. THE RED AREA IS THE NAPLES SQUARE AREA THAT CURRENTLY DRAINS TO THE EXISTING OUTFALL THAT WE ARE GOING TO BE IMPROVING WITH THIS PROJECT. SO THAT MIDDLE IMAGE SHOWS AFTER OUR PROJECT IS COMPLETE AND CONSTRUCTED, WE'RE RELIEVING SOME OF THE THE BASIN AREA THAT'S CURRENTLY GOING TO THE PUBLIC WORKS PUMP STATION BY APPROXIMATELY 18 ACRES. AND THEN WE'RE ADDING APPROXIMATELY 23 ACRES TO THE OUTFALL THAT IS CURRENTLY WHERE NAPLES PARK IS DISCHARGING TO. THE DISCREPANCY IN ACREAGES. I'LL GET INTO THE NEXT SLIDE, BUT THERE IS A DOUBLE BENEFIT WITH THIS PROJECT. OBVIOUSLY, WE'RE TAKING MORE AND IMPROVING THE INFRASTRUCTURE WHERE WE ARE DISCHARGING TO, BUT WE'RE ALSO TAKING THINGS AWAY FROM THE PUBLIC WORKS PUMP STATION. AND THEN THE IMAGE ON THE FAR RIGHT.

SO THIS IS THE ULTIMATE ONCE ALL THE IMPROVEMENTS WITHIN AREA D ARE CONSTRUCTED. AND I DO WANT TO NOTE THE FIFTH AVENUE NORTH PROJECT. IT IS BUDGETED UNDER THE CRA. SO THAT AREA IN GREEN WILL COME ONLINE ONCE THE INFRASTRUCTURE ON FIFTH AVENUE SOUTH IS DESIGNED AND CONSTRUCTED. AND THEN THE OUTFALL ON THE FAR NORTH WITH THE LITTLE STAR THERE IS IMPROVED. SO FROM AN UNDERGROUND PERSPECTIVE OF THE IMPROVEMENTS. SO THAT

DISCREPANCY IN ACREAGES EARLIER. SO CURRENTLY THERE'S A PORTRAIT PORTION OF 10TH AVENUE SOUTH ON THE SOUTH SIDE THAT DRAINS TOWARDS US 41. WE'RE TAKING THAT AND WE'RE NOW TAKING THAT AND FLOWING IT NORTH TO OUR OUTFALL. THIS WAS ONE OF THE AREAS THAT WAS IDENTIFIED IN THE PROJECT WHERE THERE IS SOME NUISANCE FLOODING THERE. THE CHALLENGING PORTION ABOUT THIS IS THE ROAD ELEVATION IS ABOUT THREE, WHICH IS PRETTY LOW BECAUSE IT IS A TIDAL OUTFALL, THE TAIL WATER OF WHEN WE'RE MODELING THIS, WE'RE USING ABOUT 1.5 TO 1.9 INCHES. SO THE ELEVATION DIFFERENCE IS PRETTY SMALL. BUT WITH THE IMPROVEMENTS WE ARE TAKING THAT TO OUR OUTFALL. AND AS YOU CAN SEE, THE EXISTING TRUNK LINES WITHIN OUR PROJECT, THERE'S QUITE A FEW THAT ARE EITHER 15IN OR SMALLER. AND THEN THERE'S ALSO A 36 INCH PIPE THAT EXTENDS FROM CENTRAL AVENUE TO FOURTH AVENUE NORTH. BUT IN THIS NEXT SLIDE, YOU'LL SEE THE INFRASTRUCTURE THAT WE'RE PROPOSING WITH THIS PROJECT. THIS IS JUST THE TRUNK LINE. AND WE DO HAVE THREE DIFFERENT OUTFALLS. SO AS WE'RE GOING DOWNSTREAM TO AN OUTFALL, THE PIPES INCREASE IN SIZE. BUT THE IMPORTANT THING IS, YOU SEE THERE ARE NO PROPOSED TRUNK LINE PIPES THAT ARE 15IN IN DIAMETER. THE MINIMUM SIZE IS 18IN, WHICH IS THE FAR UPSTREAM OF EACH BASIN AREA. AND THEN ON FIRST AVENUE SOUTH, YOU CAN SEE THAT PURPLE LINE. SO THAT'S THAT 72 INCH PIPE THAT WAS ORIGINALLY SHOWN ON CENTRAL AVENUE. WE'RE DOWN TO FIRST AVENUE SOUTH. AND THEN GOING ALONG GOODLETTE ORIGINALLY, THE MULTI BASIN ASSESSMENT STUDY IDENTIFIED 2072 INCH PIPES GOING DOWN GOODLETTE. ONCE WE STARTED REVIEWING THIS FROM A DESIGN STANDPOINT, WE REALIZED THAT THERE'S QUITE A BIT OF VERTICAL DIFFERENCE OF THE EXISTING GROUND WHERE THE GULF SHORE PLAYHOUSE IS. AND THEN ALSO WITH THE NEW BUILDING GOING IN. SO WE REALLY WANTED TO KEEP THE FOOTPRINT OF THE TRENCH TO A BARE MINIMUM AS WE AS WE COULD. SO WHEN WE GOT INTO THE DESIGN, WE SWITCHED IT TO A SIX BY NINE BOX CULVERT, EXTENDING ALL THE WAY DOWN, WHICH ALLOWS US TO KEEP IT A LITTLE TIGHTER. THIS IS ALL WITHIN THE 30 FOOT DRAINAGE EASEMENT, BECAUSE THERE ARE SOME CHALLENGES IN THE AREA WITH THE VERTICAL DIFFERENCE AND ALSO SOME POWER LINES AND THINGS LIKE THAT. THERE'S A LOT GOING ON IN THAT DRAINAGE EASEMENT. WE ARE PROPOSING SHEET PILE WALLS TO BE DRIVEN IN BEFORE THE INSTALLATION OF THE BOX CULVERT. BUT YOU CAN SEE ULTIMATELY IT DOES DISCHARGE ACROSS GOODLETTE. AND AGAIN, THAT STORMWATER CHECK VALVE IS WOULD BE ON THE FAR LEFT SIDE BEFORE THE BOX CULVERTS BEGIN. DID YOU SAY YOU HAD YOU HAD NEW PIPES ON GOODLETTE OR THERE'S JUST NOT ANYTHING SHOWN IN COLOR ON THAT ONE PLAN? THE ONE. YEAH. SO THE ONE BEFORE THIS ONLY WE ARE PROPOSING THE BOX CULVERT. AND ON PREVIOUS PROJECTS WE WORKED WITH THE CITY ON, WE DID ALLOW THE CONTRACTOR TO SHUT OFF BLOCK BY BLOCK, WHICH ALLOWED THEM TO EXPEDITE THE CONSTRUCTION A LITTLE BY NOT HAVING TO MAINTAIN TRAFFIC THROUGH THE WORK ZONE. SO THAT IS SOMETHING WE WOULD RECOMMEND WITH THIS PROJECT AS WELL. BUT YOU CAN SEE EVERYTHING HIGHLIGHTED IN YELLOW WOULD BE THE GULET OUTFALL. SO THIS IS THAT NEW OUTFALL. THIS IS ALL THE IMPROVEMENTS THAT WOULD BE DRAINING TO THAT. THE RED WOULD BE THE INFRASTRUCTURE THAT WOULD BE DRAINING TOWARDS THE PUBLIC WORKS PUMP STATION. AND THEN THE GREEN IS THE INFRASTRUCTURE THAT WOULD BE GOING TO MANOR LAKE. SO THE PATH FORWARD. YEP. SO THE GREEN. SO THAT'S THE NORTHERN PORTION ON 10TH STREET THAT ALL FLOWS TO THE L SHAPED LAKE MANOR LAKE AND DISCHARGES THERE. SO THE PATH FORWARD AND THE ANTICIPATED SCHEDULE SO PERMITTING. SO THAT IS ONGOING.

WE'RE ANTICIPATING ONCE WE GET COMMENTS BACK FROM THE CITY ON THE 60% DESIGN SUBMITTAL, WE WILL BE SUBMITTING TO BOTH THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT AND THE ARMY CORPS OF ENGINEERS. WITHIN TWO WEEKS, WE HAD PRE-APPLICATION MEETINGS WITH BOTH OF THEM WITH THE CORPS. THERE ARE SOME IMPACTS AT THE OUTFALL, SO THAT WILL BE A NATIONWIDE PERMIT IS WHAT WE'RE ANTICIPATING. WE WILL BE ALSO PERMITTING THROUGH FDEP FOR THE UTILITY IMPROVEMENTS

FOR THE PROJECT FDOT, WE'RE TYING INTO THEIR RIGHT OF WAY IN THREE DIFFERENT LOCATIONS.

SO WE'LL BE PERMITTING THAT ONE OF THE MORE CHALLENGING PERMITS THAT WE'LL HAVE TO OBTAIN IS WITH COLLIER COUNTY, BECAUSE WE ARE INSTALLING A BOX CULVERT UNDERNEATH ONE OF THEIR MAIN ARTERIALS, WHICH IS GOOD. SO THERE'S GOING TO BE PRETTY HEAVY COORDINATION WITH THE COUNTY, AND THEN WE WILL BE PRESENTING THE RECOMMENDATIONS AND DISCUSSION THAT WE HAVE TODAY TO THE CRA IN JUNE, WITH A 90% DESIGN SUBMITTAL ANTICIPATED FOR AUGUST 100% IN NOVEMBER.
